This week, I'm going to jump around a bit so that we can take a close-up look at perhaps the most important and surprising scene in Dragon Age: Inquisition—the epilogue meetup between Solas and Flemeth. This one scene and its revelations manages to change everything we thought we knew about the story we just witnessed, and it's a brilliant way to end From what I understand, Flemeth was after Morrigan's body - she just can't take it by force, hence her daughter's wilfulness means she is in no danger.. I don't really think she has softened; she was just more of an unknown in Origins.
There isn't a plan as to where my characters were going to end up, what exists to set up a story about a war between the Inqu Flemeth (again). Jossed. She's there, though! Solas kills her in the ending stinger , however maybe. The interplay of gods can become rather complex.

Solas planned on joining the Inquisition and stopping Corypheus from destroying the world before it could happen. This way Solas got his unlocked orb and Corypheus, a bad guy, would die.

Taking into account that fenharel is infact a god of rebellion and not "the trickster" as the dalish would believe, it seems solas is apologizing to flemeth directly for somthing he did. Solas planned on joining the Inquisition and stopping Corypheus from destroying the world before it could happen. This way Solas got his unlocked orb and Corypheus, a bad guy, would die. When the Inquisitor destroyed the orb by closing the rip in the veil at the end, Solas had lost his only hope. Conobar killed Osen, and imprisoned Flemeth in the highest tower of the castle. In grief and rage, Flemeth worked a spell to summon a spirit into this world to wreak vengeance upon her husband.

Combined with Solas being weak and have failed, and Flemeth being either Andraste herself or a descendant of Andraste, I think Flemeth's consciousness is now in a new host body.
